Their technological prowess is higher than that of the government, but it seems to be less developed than we expected. In other words, it seems to mean that they are not superhero-level. If we are at 5G, then they are at around 9G, right? Haha. We usually expect around 20G, but since our technological development is below our expectations, we cannot make immediate changes and have to do groundwork like that. It seems that this is the reason why we have not been able to catch the bad forces until now.
In short, they were immature beings who were less than 20G, which is what we expected.
Many alien races have a longer civilization development time than Earth, but those who are over 20G either ignore Earth or intentionally leave it alone, or there are no those over 20G in the universe.
